Workshop was held in light of Senate Commerce, Science, and Transportation Committee concerns about growing disparity total federal budget authority R&D reported by Federal agencies to OMB and R&D expenditures reported by industry, university, and Federal laboratory performers of Federal R&D to NSF and the Bureau of Census. The disparity grew from $2.4 billion in 1990 to $9.5 billion in 1993, and $7 billion in 1998. |
