Summarizes major provisions of H.R. 3005, the Bipartisan Trade Promotion Authority Act of 2001, to restore and modify Presidential authority to negotiate trade agreements under an expedited procedure for Congressional approval, focusing on labor and environmental provisions. Reviews consultation and notification provisions, and discusses expedited procedures and controls that H.R. 3005 proposes on their use. Reviews expedited procedures for implementing bills for trade agreements and other procedures included in H.R. 3005. Briefly compares provisions of H.R. 3005 with H.R. 3019, the Comprehensive Trade Negotiating Authority Act of 2001.
