Summary:CRS report, prepared for the Subcom on Compensation and Employee Benefits, analyzing H.R. 4958, the Federal Employees Health Benefits Reform Act of 1990, to replace the existing Federal Employees Health Benefits program (FEHBP) with a new OPM-administered health insurance plan for Federal employees and annuitants comprised of a single two-option fee-for-service plan, a health maintenance organization option, and a salary deduction plan for employees choosing to pay out-of-pocket health expenses through before-tax earnings.
Describes the structure and provisions of the proposed FEHBP reform plan, examines cost-benefit aspects, including costs to enrollees and to the Government, and outlines coverage provisions under health plan options.
