Provides overview of proposals made to date in three general categories: resource improvements of committees through acquisition of more staff, information, and time; power improvements to constrain executive discretion; and institutional improvements to increase Congress' responsibility for total spending, determining priorities, and to end fragmentation of budget choices. Also poses alternative suggestions for institutional changes to appropriations and authorizations procedures. |
