Summary:	Describes three international agreements aimed at reducing and regulating the production, use, trade, and disposal of certain persistent organic pollutants and other chemicals that are regulated in U.S. commerce. Reviews relevant provisions of the Toxic Substances Control Act (TSCA), which governs most chemicals in U.S. commerce; and summarizes and compares select provisions of H.R. 4591 and H.R. 4800, both to amend the TSCA and allow implementation of the agreements.
