Summary:Discusses Administration and Foreign Service (FS) perspectives on changing the Federal personnel compensation system. Examines current FS compensation system as established by P.L. 96-465, the Foreign Service Act of 1980, including its similarities and differences to the civil service system. Reviews FS compensation reform proposals, H.R. 6060 and S. 3925, both to allow the Administration to establish a new FS performance-based compensation schedule; and addresses major differences between the two bills, continuing concerns, and cost estimates.
