Analyzes American Community Survey (ACS) and State-reported data currently used by Department of Education to calculate these grants; compares student counts based on ACS and State data; examines differences in estimated FY2007 State grants; and reviews drawbacks of using either ACS or State-reported data, including possible alternative strategies for calculating State grants.
