Discusses current authorization for vocational rehabilitation grants and recent legislative attempts to extend this authorization. Describes formula used to determine allotment of vocational rehabilitation funds for each State and territory. Analyzes issues surrounding this formula, including problems stemming from the use of FY78 allotments as a baseline. Includes tables and graphs.
