Summary:Summarizes and analyzes amendments, introduced by Senator John McCain (R-Ariz), to P.L. 109-163, the National Defense Authorization Act for FY2006, and P.L. 109-148, the DOD, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006, to require DOD personnel to employ U.S. Army Field Manual guidelines while interrogating detainees, and to prohibit the cruel, inhuman, and degrading treatment or punishment of persons under the detention, custody, or control of the U.S. Government. Examines effects of Hamdan v. Rumsfeld and P.L. 109-366, the Military Commissions Act of 2006.
