Clarifies application of Section 114 to New York State with regards to eligibility for exception to the limitation on the SCHIP matching, proposed SCHIP income eligibility threshold at 400% of FPL, and New York's continued flexibility to set income eligibility thresholds and to define "income" in SCHIP. |
