Discusses the Davis-Bacon suspension as applies to certain jurisdictions in Florida, Alabama, Mississippi, and Louisiana in wake of Hurricane Katrina. Analyzes the legislative aftermath of the suspension including H.R. 3684, H.R. 3763, H.R. 3834, S. 1749, S. 1763, H. Res. 467, H. Res. 488, and H.J. Res. 69, all of which sought to modify the Presidential suspension; and the reinstatement of Davis-Bacon Act in Nov. 2005.
