H.R. 5173, an Act to Provide that the Excess of Collections from the Federal Unemployment Tax over Unemployment Compensation Administrative Expenses Shall be Used to Establish and Maintain a $200,000,000 Reserve in the Federal Unemployment Account which Will be Available for Advances to the States, to Provide that the Remainder of such Excess Shall be Returned to the States, and for other Purposes.
