Traces the development of selected programs and policies designed to achieve higher levels of BTS, including the current border security activities of the Bureau of Customs and Border Protection, the Coast Guard, Immigration and Customs Enforcement, and the airline security component of the Transportation Security Administration. Discusses efforts to secure the border through the use of technology, make the border more accessible to legitimate travel and trade, strengthen the border through effective use of intelligence, and increase effectiveness through the engagement of other key actors in enforcement.
