Summary:Provides overview of the military base realignment and closure (BRAC) process, and analyzes whether judicial review is available when plaintiffs allege that DOD, the independent BRAC Commission, or the President has either failed to comply with procedural requirements of the Defense Base Closure and Realignment Act (Base Closure Act) or failed to properly apply specified selection criteria in making BRAC determinations.
