Small Business Innovation Research Program.

Describes the small business innovation research (SBIR) program, its implementation, funding, and awards, FY83-FY2003, and issues for consideration by Congress. SBIR was established in 1982 to increase the participation of small, high-technology firms in Federal Government R&D.
