Summary:Provides description and legislative history of the Adoption and Safe Families Act (ASFA, P.L. 105-89), which emphasizes child safety in child welfare decisions; expedites the process for placing children with permanent families when they cannot return home, either through adoption or other permanent arrangements; and provides incentive payments to States that increase the number of adoptions of foster and special needs children.
