Summary:Contains annual report, omitted from the Jan. 9, 1973 Presidential message, H. Doc. 93-40, (for summary, see H620-1), by the Director of OMB and the Chairman of the Civil Service Commission, acting as the President's agent for Federal pay. Report compares Federal with average private enterprise salaries, and recommends a 5.14 increase in Federal salaries to achieve comparability.
