Letter from the Secretary of the Army transmitting a letter from the Chief of Engineers, Department of the Army, dated March 31, 1961, submitting a report, together with accompanying papers and illustrations, on a survey of Hilo Harbor, Hawaii. This investigation was made in response to an item in section 101 of the River and Harbor Act approved July 14, 1960 (Title I, Public Law 86-645) which provides for an immediate study to be made of a sea-wall to protect against tidal waves and excessive high tides at Hilo Harbor, Hawaii. It is also in response to an item in the River and Harbor Act approved July 24, 1946, and in partial response to a resolution by the Committee on Public Works, House of Representatives, adopted May 9, 1957.
