Message from the President of the United States transmitting letter from the Secretary of the Navy requesting Congress to authorize the appointment of a commission of experts for the purpose of considering the development of safety devices for our submarines, and to make such inquiry and investigation into the "S-4" disaster as may be desirable, and that the sum of $20,000 be made available for the purposes stated.
