Transmitting a letter from the Chief of Engineers, United States Army, dated March 2, 1939, submitting a report, together with accompanying papers and an illustration, on reexamination of report submitted in House Document No. 306, Seventy-Fourth Congress, first session, with a view to determining whether the Allegheny Reservoir on the Allegheny River in New York and Pennsylvania should be so constructed that it can be operated in the interests of navigation and the abatement of pollution, requested by resolution of the Committee on Rivers and Harbors, House of Representatives, adopted February 9, 1938.
