J., with plan and estimate of cost of improvement, with a view to securing channel depths of 20 and 25 feet from Kill Van Kull to the bridges of the Newark and New York Railroad over said rivers; a depth of 20 feet up the Passaic River, first to Center Street, in the City of Newark, and second to the Nairn Linoleum Works, and a suitable depth from the last-named point to the City of Passaic.
