Text this: Letter from the Acting Secretary of the Navy, transmitting request that the unexpended balance of the appropriation "Hot-water returns to boiler house, $100,000," under the head of "Naval operating base, Hampton Roads, Va.," in the naval appropriation bill for the fiscal year ending June 30, 1921, be made available for improvement of the heating system at said naval operating base.
