Text this: Letter of the Secretary of War, communicating, in compliance with a resolution of the Senate of January 24, 1867, the names of officers appointed under the act of July 28, 1866, who have not joined their regiments or stations; also their rank, and the regiments to which they have been assigned; together with the reasons why they have not reported as ordered.
