Text this: Letter of the Governor of the State of Wisconsin to Hon. Timothy O. Howe, accompanied by a statement and proofs of losses sustained by certain persons in that state by a violent resistance to the draft at Port Washington, November 10, 1862, which losses have been paid by the State of Wisconsin, and for which they now pray for reimbursement.
