Letter of the Secretary of War, communicating, in compliance with a resolution of the Senate of the 14th instant, information in relation to the list of names of state or political prisoners required to be furnished to the judges of the Circuit and District Courts of the United States and of the District of Columbia by the 2d section of the act of March 3, 1863, entitled An act relating to habeas corpus, and regulating judicial proceedings in certain cases.
