Message from the President of the United States, transmitting the information requested by a Resolution of the Senate of 19th inst. of loans made by the Executive, through the agency of the War Department, during the late war. Under the condition of applying the same to the defence of the State wherein the said loans were made, to what amount, and whether interest was paid by the United States for such loans.
