Message from the President of the United States, transmitting (pursuant to a resolution of the House of Representatives of the 21st December, 1819) a report of the Secretary of War, of the expenditures on fortifications from the year 1816, to the year 1819, both inclusive: the places at which works of defence have been begun: their contemplated magnitude and present condition: and the estimated sum for the completion of each; also, the mode by which they are built -- whether by contract, or otherwise.
