Abstract:"This report documents the methodology used to develop the Houston-Galveston Nonattainment Counties gridded mobile source emissions inventories for FY2007. Included in the report are an overview of the emissions estimation methodology and the 24-hour traffic assignments used in the analyses; the methods used to estimate the seasonally adjusted time-of-day vehicle miles of travel and associated operating speeds; the estimation of the emissions rates using the EPA's MOBILE5a Hybrid program; and an outline of the method used to develop the emissions estimates using the MOBILE5a Hybrid emissions rates. These emissions inventories were developed in support of the Coastal Oxidant Assessment of Southeast Texas Project (COAST), a large-scale study of ozone formation being conducted by the Texas Natural Resource Conservation Commission."--Technical report documentation p.
