Summary:This testimony discusses (1) challenges Federal Protective Service (FPS) faces in protecting federal facilities and (2) how FPS's actions address these challenges. To perform this work, FPS's 11 regions were visited, FPS data was analyzed, and FPS officials, guards, and contractors were interviewed. Covert testing was conducted at 10 judgmentally selected high-risk facilities in four cities. This performance audit was conducted from April 2007 to September 2009 in accordance with generally accepted government auditing standards.
