In evaluating these programs, we relied on best practices drawn from the Government Performance and Results Act (GPRA) and GAO's prior work. We specifically examined (1) the Navy's approach in developing and implementing ECS, including its underlying rationale and application of managementframework best practices, and (2) the Air Force's approach in planning for CBAT, including application of management-framework best practices, and the basis for its decision to cancel the program.
