| Summary: | This document presents an overview of the problem of intergenerational illiteracy and its relevance to the Head Start program. The rationale for Head Start involvement in promoting family literacy is described. An action plan for getting started in family literacy is outlined. Suggestions for incorporating family literacy promotion into basic Head Start functions are offered in 3 focus areas: family access, parents as teachers, and parents as adult learners. The goals of Head Start's Family Literacy Initiative include: (1) enable Head Start parents to develop and use literacy skills that will allow them to become more active and effective participants in the community, in the workplace, in their child's education and development, and in their efforts to obtain economic and social self-sufficiency; and (2) enhance children's literacy development by helping parents become more effective as their child's "first teachers."
