| Summary: | The purpose of this research project was to develop predictive models for feasibility analysis of potential historic preservation projects. This research grew out of a previous unpublished work by the author, Employment & Affordable Housing through Preservation to Affect the Rebirth of American Cities & Towns, (1992). The predictive equations were developed to support implementation of the program delineated in that document. These tools are needed to assist decision-makers in the evaluation of such projects. The subjects were properties in Texas that had been certified as historic by the US Secretary of the Interior. The independent variables were: Final cost of the project, assessed taxable Improvement Value of the building, and the Duration in days required to complete the restoration work. Data regarding the yearly rendered taxable values of the projects were acquired from the offices of the applicable County Tax Assessor. Project data were secured from the Texas Historic Commission. Empirical methods were used to analyze the independent variables and their interactions for modeling potential. Hypotheses were tested at the 0.1 level of significance. Predictive equations were developed for the three dependent variables. The R-square values varied dramatically for different use and geographic area categories. The histograms of Improvement Value for nationally certified historic properties and their randomly selected comparables revealed quite dissimilar patterns for the metropolitan areas and uses included in this study. The results are very interesting and encouraging. It appears to be possible to develop predictive equations with acceptable R-square values for some uses and geographic areas. This is the first investigation of its kind. Future studies are needed to identify other factors that will account for more of the variation in the dependent variables. Other sources, such as census data, will have to be examined for potential independent variables. |
