Summary:	This report is the seventh of seven developed by state transportation officials to provide information and policy recommendations to the National Surface Transportation Policy and Revenue Study Commission. The report suggests that the federal government should set a goal of cutting the current project delivery time in half, achieving in five to seven years what now takes 10 to 15. It contains recommendations and case studies that demonstrate that such a goal is achievable.
