Department of War, December 10, 1794 : Sir, In obedience to the orders of the president of the United States, I have the honor to submit to the House of Representatives, a statement of such difficulties and inconveniences as have occurred in the execution of the act, intituled, "An act more effectually to provide for the national defence, by establishing an uniform militia throughout the United States."

A bill to provide for organizing, arming and disciplining the militia of the United States : Reported in pursuance of the following resolution: in the House of Representatives, of the United States, Monday, the 27th of November, 1797. On motion, resolved, that a committee be appointed to report whether any, and what amendments are, in their opinion, necessary to the Act for establishing an uniform militia throughout the United States; and that they be authorized to report by bill, or otherwise. Committed to a committee of the whole House on Monday next.
