The Following memorial and petition, being now before the legislature, and as a decision thereon which may support the credit of this government, is highly interesting to the commonwealth, it may be agreeable to each member to have a statement of the laws, and facts, relative thereto : "To the honorable Senate and House of Representatives of the commonwealth of Massachusetts."
