Item Description:Requesting that persons be appointed for obtaining "the proofs in the West-Indies, and for entering claims and appeals if it should be found necessary, and also for prosecuting those claims in Europe, that they trust the whole business will be prosecuted at the expense of government, and that the claimants will furnish such documents as they may be possessed of to the persons appointed."

Followed by a letter from Edmund Randolph stating that "the president has appointed Mr. Samuel Bayard, a gentleman of the law in this city ... to proceed immediately to London, as agent of claims and appeals. ..." and an affidavit signed: Geo: Taylor, Jun. chief clerk, 7th November 1794.
