South Carolina. An ordinance for printing, or stamping and issuing, one million of dollars, for the public service immediately; and for empowering the Commissioners of the Treasury to borrow or loan any sum not exceeding four millions of dollars: and in case the said sum cannot be borrowed in due time to supply the exigencies of the state, to enable the governor or commander in chief, with the advice of the Privy Council, to print, or stamp and issue, any sum not exceeding four millions of dollars: Ratified by the General Assembly, in the Senate-House, the eighth day of February, 1779.
