By His Excellency the Hounourable George Clinton, Esq; captain general and governor in chief of the province of New-York ... a proclamation : Whereas there is the greatest reason to believe, that war has been for some time actually declared between the courts of Great Britain and France ... I have therefore thought fit ... to issue this proclamation, hereby strictly enjoining all persons residing, or that shall hereafter reside ... within my government, not to export or cause to be exported, any gun-powder out of this province ... Given under my hand and seal at arms in New-York, this twenty first day of May ... in the year of our Lord one thousand seven hundred and forty four.
