| Item Description: | Sections 5 and 6 of the act passed on May 28, 1796, concerning American seamen detained or seized by any foreign power. Signed: A true extract:-- [blank] To be distributed by district collectors "from time to time ... to all masters of ships and vessels of the United States."--section 6. Several editions noted. In this edition the title ends "pro-"; section 5 contains twenty-five lines of text and section 6 contains twenty lines. The only known copy, held by the American Antiquarian Society, is signed in ms. by William Ellery, district collector for the Treasury Department at Newport, R.I., from 1790 to 1820. Typographical evidence suggests imprint date before 1810. Presumably printed by Henry Barber, the only printer active at Newport, R.I., in 1796 and 1797, or by Ann Barber who succeeded her husband and operated the printing office of the Newport Mercury from 1800 to 1809.
