Summary:At the end of the initial Even Start family literacy program federal funding cycle for School Year 96-97, some local programs were able to continue providing services to the families in their communities while other programs were not. The purpose of this qualitative design study was to ascertain what factors existed within Even Start family literacy programs that enabled the programs to continue once federal funding ceased. Data were collected from 15 continuing programs in 10 states (California, Colorado, Florida, Georgia, Louisiana, Minnesota, Mississippi, Texas, Virginia, and Wisconsin) that completed National Even Start funding in School Year 96-97. Findings suggest that individuals responsible in those programs that continued clearly understood (1) the concept of self-sustainability, (2) that the process of self-sustainability must begin from the initial onset of federal funding, (3) that funding diversification contributes to program continuance, (4) that staff consistency is important, (5) and that education of the local community about the mission of the Even Start Family Literacy Program is a necessity.
