| Summary: | The purpose of this study was to identify possible changes or modifications to the Texas public school funding system that would ensure all districts had adequate funds to educate their children while still maintaining the equity among the districts. The second purpose was to study these recommendations to determine their desirability, the potential impact of the changes, and the likelihood that each recommendation would occur. A 20-member expert panel of Texas school superintendents and state legislators completed four rounds of the Delphi process, identifying 20 potential changes or modifications to the current system in seven broad areas: increasing the state share of funding, increasing tax revenue, modifications to the current system, district consolidation or partnerships, defining adequacy, extra-curricular activities, and allocation of funding. The panel was asked to rate each of the 20 recommendations on three scales: desirability, impact, and likelihood of occurrence. The data was analyzed using the median as a measure representing the group rating, and the interquartile range (IQR) defined as the difference between the value at the 75th percentile and the value at the 25th percentile. The IQR represented the degree of consensus reached on each recommendation. The median and IQR for each recommendation was provided after rounds three and four of the survey. Panelists who had responses outside the IQR had to either move their response inside the IQR, or complete a minority report justifying their position. A summary of all participant tasks is included in the appendices including the frequency distributions, median, interquartile ranges and minority reports. A total of 34 of the 60 recommendations on the three scales (56.7%) did achieve statistical consensus by the end of round four. Consensus was achieved on 9 of 20 recommendations on the desirability scale (45%), 6 of the 20 recommendations on the impact scale (30%), and 19 of the 20 recommendations on the likelihood of occurrence scale (95%). |
