Summary:The purpose of this study was to identify student support services determined to be essential by a Delphi panel and to determine which of them could be delivered using symmetric network based services that required a guaranteed delivery. In order to accomplish this, a population of 20 distance education experts were identified, and their perceptions regarding this information were sought. Eight of the twenty experts agreed to participate in the study. In the initial round, based upon an earlier study completed at Texas A&M University, a list of 47 student support service attributes were presented to the panel. The first round resulted in the panel reaching a consensus on all but eleven of the attributes. A consensus was declared when all panelist rated the attribute as either a 4 (agree) or 5 (strongly agree) on a five point Likert scale. In the second round the panelist were presented comments made by other panelists from the first round as well as their first round score as compared to the group score. The panel was then asked to re-rate the eleven attributes that had not previously reached a consensus level. After this second round all but two of the attributes had reached the level required to declare a censuses. In the third and final round, the panel was asked to discuss whether the attributes would be delivered using asymmetric network applications, symmetric network applications or a combination of both. The panel was also asked to cite examples of how these services might be delivered. Through this study a total of 45 student services in eight service categories were identified. Of the 45 attributes, eight were determined to be more likely to be delivered using symmetric network services than by asymmetric network services. Most of these attributes fell in the areas of counseling and training.
