| Summary: | This analysis examines the social forces that resulted in the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRA96). Historical methods are used to examine shifts in AFDC social policy from 1971 to 1996. The analysis shows that the PRA96 was supported by segments of the capitalist class, and that conservative social reformers relied on ideological arguments to obtain support for welfare reform. My findings show that (1) between 1971 and 1996 social welfare policies established new state structures that influenced the formation of future policy, (2) these state structures increased control over the poor, and (3) the PRA96 pushed more people into the workforce during a historical period when labor markets were tight and the state was attempting to overcome a fiscal crisis. |
