| Summary: | The recreational demand for red snapper in the Gulf of Mexico has significantly increased lately. Stock assessment reports have concluded that fishing pressure by the commercial and recreational fishermen have lead to over fishing of the red snapper. Response to stock conditions and regulations vary depending on the mode of fishing (private/rented boat and others). To assess whether red snapper or substitute recreation species regulations have any effect on the recreation demand for red snapper, it is necessary to determine if the recreational demand for red snapper is different from the recreational demand for other species. In this study the effect that recreational activities have on the Gulf of Mexico red snapper is measured through travel cost models. Literature review indicates a lack of consensus on the way time variables should be included in the models. Additionally, researchers face the challenge of specifying the substitution effect between different species/sites. Different model specifications, due to ambiguities in time and substitute variables, causes consumer surplus miscalculations. In this dissertation several models are empirically tested with different specifications and a general specification (unconstrained) consistent with the theory of consumer choice subject to two binding constraints (money and time). In order to select the best specification several likelihood ratio tests are performed and the consumer surplus of the different specifications is compared. We found the recreational demand for red snapper is not statistically different from the recreational demand for an aggregate of other species. The recreational demands for fishing trips are statistically different when the angler uses a private/rented boat and when the angler uses other mode of fishing. If substitute prices are not available for including in the models, it is possible to include a variable that controls for the effect of substitute sites. If we are not concerned with the number of parameters to be included in a model and we do not want to impose restrictions on the estimated coefficients we should follow an unrestricted specification. The consumer surplus is underestimated when the time constraint and travel time variables are omitted. |
