| Summary: | The purpose of this study was to perform a comparative profile analysis of noncredit workforce development education programs at public community colleges in Texas. A universe of 67 public community colleges in Texas was identified for this study. A survey instrument, the Community College Profile Survey for Continuing Education (CCPS-CE), was designed and pilot tested in an effort to collect specific profile information from full-time administrators of noncredit work-force development education programs at each of the 67 identified institutions. The CCPS-CE consisted of 56 items, utilizing a combination of Likert scales and closed and open-ended questions, which addressed three primary profile categor-ies-Respondent Demographics, Administrative Background, and Program Issues. Under the Program Issues category, seven sub-issues were presented in an effort to collect data on faculty, program delivery, financial operations, students, operational barriers, economic development and institutional demographics. The CCPS-CE was administered to survey respondents via a web-based delivery mode. After five attempts to collect data from respondents, a 100% response rate was achieved. Findings reveal that noncredit workforce development education programs at public community colleges in Texas share a variety of characteristics with respect to administrative and institutional demographics, programmatic operations, economic development, and internal and external barriers. Some differences were identified among respondents in such areas as administrator demographics and programmatic operations. Research findings also indicated unanimous projections for increasing and expanding noncredit workforce programs at all community colleges in Texas over the next five years. Based on the research findings, the following recommendations are proposed: 1. Maintain institutional equity between noncredit and credit programs. 2. Develop funding strategies to supplement or meet current operational needs. 3. Expand marketing efforts to increase public awareness of noncredit workforce programs. 4. Be conscious of educational competitors in market area. 5. Continually update noncredit workforce program offerings to meet demand. 6. Increase student access opportunities to noncredit workforce development education. |
