| Summary: | The purpose of this study was to determine the trends in strategic planning in public community colleges in Texas, the driving forces behind the trends, who is involved in strategic planning, and if the technology explosion has had an impact on strategic planning in Texas public community colleges. The presidents (chief executive officers) of the 50 public community college districts in Texas were the population for this study. The findings of the study were based on answers provided by the presidents on a survey composed of 25 objective items and four open-ended questions. The survey was validated by a panel of three experts in the field of strategic planning/institutional effectiveness. In order for a trend to be cited, more than 50% agreement was required in the two highest agreement or disagreement categories of responses to the objective items. Five trends emerged. First, a majority of the presidents agreed that a driving force behind strategic planning is the desire to move their institutions forward and not simply a desire to satisfy accreditation bodies. Second, a majority of the leaders at Texas public community colleges plan for three to five years into the future and review goals annually. Third, a majority of the presidents agreed that all stakeholders are included in the strategic planning process. The fourth trend indicated that a majority of leaders at public community colleges in Texas promote organizational change at their institutions. Finally, the data indicated that value-added concepts are included in the institutional plans at a majority of Texas public community colleges. Because the review of literature indicated that little research has been done in the field of strategic planning trends in public community colleges in Texas, this study will provide significant research data on those developing trends. The data will assist public community college leaders in understanding the driving forces behind strategic planning and in determining the most effective choices to make as they view their institutions in the larger scope of statewide planning trends. The process of strategic planning is a viable and evolving part of the operation of Texas public community colleges. |
