| Summary: | This dissertation examines the relationship between the partisan composition of state governments (i.e., Democrat versus Republican) and public policy, focusing on welfare policy. How this relationship changes with the institutional context of the state is also examined. Changes in the party of the governor are expected to have greater consequences for public policy where governors have more institutional resources for affecting public policy. Changes in the control of a state legislature by a political party are expected to have greater consequences for affecting policy in states where legislatures have more institutional resources. Various related hypotheses are also tested with a pooled, time-series data set for 47 states for the period 1962-1996. |
