However, the system established under Senate Bill 7 (SB 7) in 1993 was approved by the Texas Supreme Court as the best available mechanism for providing school finance equity (Edgewood Independent School District et al. v. Meno, 1995). Following the use of this particular finance system for almost seven years, its effectiveness in achieving financial equity among the independent school districts in Texas is unclear. The purpose of this study was to examine the effect of the "Robin Hood" system of wealth recapture on producing financial equity among all independent school districts (ISDs) in Texas. Toward that end, this study attempted to determine the change in the wealth per weighted student of the school districts both above and below the SB 7 prescribed wealth equalization level of $280,000. This study also attempted to determine if any losses in wealth by those districts above this equalized level (high-wealth districts) resulted in corresponding gains by those districts below this same level (low-wealth districts). Finally, this study further attempted to determine the perceived impact on both types of school districts under study that resulted from the effect(s) of this particular system of wealth recapture on producing financial equity. The findings that resulted from numeric data revealed declines in the mean wealth per weighted pupil values for both types of school districts. As a result, no corresponding gain in the mean wealth per pupil values occurred for the low-wealth districts as the high-wealth districts mean wealth per pupil values declined. The findings that resulted from non-numeric data revealed a perceived, detrimental impact upon the quantity and quality of the educational program offerings in the high-wealth districts that resulted from this loss in wealth. Conversely, there was a perceived, positive impact upon the quantity and quality of the education program offerings in the low-wealth districts in spite of a simultaneous loss of wealth.
