| Summary: | The purpose of this research study was to address the gap in the research literature that existed concerning Texas community and technical college administrators' perceptions toward the establishment of a statewide system of skill standards. It determined if the administrators were aware and supportive of the state's efforts to establish a skill standards system and perceived a need to base workforce education curriculum upon skill standards. To achieve the research objectives, a descriptive survey methodology involving a questionnaire to collect the data was utilized. It was administered to a population of 206 public community and technical college administrators in Texas. The literature review established the documented need and importance of a skilled workforce to the economic competitiveness of our state and nation; an overview of skill standards and related educational reform efforts in Texas and the United States; and the role of the American community and technical college as a prime delivery mechanism for workforce education. The review of the literature confirmed that research concerning Texas community and technical college administrators' attitudes toward the state's efforts to establish a skill standards system did not exist. The research determined that Texas community and technical college administrators were aware and supportive of the state's efforts to establish a skill standards system. The administrators viewed skill standards as one of many resources that can be utilized in the development and/or revision of workforce education curriculum. The majority indicated a willingness to use skill standards, if available; however, they wanted the skill standards system to remain voluntary. The findings supported the conclusion that there was a significant gap between Texas employers and educators concerning whether Texas colleges were meeting the needs of employers for a qualified entry level workforce. It was recommended that a longitudinal study of Texas community and technical administrators be conducted as the state's skill standards system becomes more firmly established. A research study that focused on the community and technical college program and division chair level to determine their level of support for integrating skill standards into the workforce education curriculum would supplement the findings of this research. |
