| Summary: | This exploratory study investigated district level factors of Texas school districts that influence the length of tenure and turnover rate of Texas school superintendents. Student demographic, student achievement and district level staffing variables were measured to examine their association with the length of superintendent tenure and turnover. The population for this study included all superintendents in Texas for 1994 - 1995 through 1997 - 1998. Statistical analyses were performed separately for each student or district staffing group utilizing cross tabulations. Superintendents were categorized into three groups based upon length of tenure and comparisons were made between superintendents with low tenure and those with high tenure in their position. Major research findings for this study indicated that: 1. Texas school districts with low student achievement rankings are 50% - 60% more likely to have low tenure superintendents. 2. Texas school districts that have a high percentage of teacher turnover and/or a high percentage of teachers with five or fewer years of experience are more likely to have superintendents with low tenure. 3. The three-year superintendent turnover rate is approximately 70% in Texas school districts that are low performing as a percentage of: a) TAAS tests taken, b) TAAS reading tests taken, and c) TAAS math tests taken. 4. The three-year superintendent turnover rate is 65% in 151 Texas school districts that have an economically disadvantaged student population above 64%. Based on the findings of this study, researcher recommendations include studies that address the following questions. 1. What educational programs have superintendents implemented that have positively impacted student performance in historically-identified low performing districts? What are the identified best practices? 2. What leadership qualities do superintendents have that have reversed school district instability in low student performing schools? 3. How do district level accountability factors influence to job description of the superintendent? How are these factors utilized by boards of education regarding superintendent performance evaluations? |
